Who governs who? And for whom?


The relationship between Parliament and government or vice versa is difficult to assess even within a settled written constitution. Who proposes relevent amendments? And on what basis? Does Parliament propose to the government! Would Parliiament propose ...Would   the government propose? In terms of accountability, would some definite relationship which respects proposed powers  in relationships. Is this to be a 'loose' relationship or would there be defined rights and/or responsibilities between the two separate arms of the state? So the question might be ... How to the two arms, both technically elected by the people negotiate  their relationship? This relationship must be crucial in terms of how the views of the people are represented ? Just questions!
