Take a cue from Switzerland: no head of state

Many people don't know this, but Switzerland doesn't actually have a Head of State, and it's one of the best run democracies in the world.

Switzerland is a confederation of cantons, and a lot of power resides at the canton level.  Cantons have the power to create their own tax systems and devise their own service systems.  This in itself is a fantastic way to keep power in check: if residents are unhappy with the services, they can – as a last resort – vote with their feet while still remaining in the same nation.

Aside from this, there is an executive at federal level, called the Federal Council, which is composed of 7 members.  The president of that council isn't the head of state, however: all 7 members are, together, the head of state.  The president is chosen to lead the team for one year, and is no more powerful than the others.  He/she is just "primus inter pares".
