Jury should consist of people capable of making judgement. If this is not from the general public, should be randomnly selected from a more informed group. Classic cases that have failed in recent years: fraud. Case too complex for all members of the public. People with sound maths / finance backgrounds would have been able to deliver a verdict. Other examples - technical negligence. Pick from, say, engineers or scientists with the knowledge to fully understand what has gone wrong. Still...

First chamber represents geography. What if second chamber represented the various walks of life we all lead? For instance, say 5% of the population work in healthcare, then 5% of the members of second chamber represent healthcare. 10% in manufacturing? 10% of the reps in second chamber should be from that profession. etc... Each profession could choose how those members were elected (but they definitely would be elected!), and the term of office, so long as within contitutional rules...

Have, say, 20 policies areas to vote on... parties put their point of view, along with independents, stating who will be representative on that issue. Public votes for best solution / policy. That representative gets to manage that issue.over term of parliament. Lots of debate required about how budget decisions would be made - maybe that's all part of the policy detail laid out. If the public vote for it, they authorise the budget, thus that amount of tax is to be raised. Similar referendum...
